OCFMA Benchmarking Report

Each year, OCFMA releases a report to summarize operations for the Ontario College sector. Each of the province’s 24 Colleges is responsible for submitting their report data in late summer. The data are then compiled, analyzed, reviewed and published into a report the following spring.

The report is used by Executives to monitor trends in the College sector. Facilities Leaders use the report to compare their College indicators to peers to seek best practice opportunities.

What is in the Report

The report is broken into 3 sections

      1. System Metrics – aggregated statistics for the College sector
      2. Cluster Comparisons – grouped measures comparing similar sized Colleges
      3. College Comparisons – key indicators ranking individual Colleges

 

Key metrics include:

  • Trends in Total System Operating Costs 
  • College Space & Enrolment Growth
  • Utility Trends 
  • Greenhouse Gas Emissions

 

 

 

The report is also accompanied by a companion data file that includes 5-years of detailed, historical data used to generate the report. It is made available to those interested in digging for deeper insights from the report.

Findings from the most recent report:

Executive Summary 2020/21

  • 23 of 24 Colleges reported this period.  Mohawk College was unable to submit.
  • For year-over-year comparative purposes, missing data have been estimated for this report.
  • Across all Colleges, space has increased by 0.5M square feet (1.6%) to 31.8M.
    • The 1.6% increase in College space versus last year was driven by a 2.3% increase at Medium Colleges, 1.6% increase in Small Colleges and 1.0% increase at Large Colleges.

 

  • Overall Student WFU (weighted funding unit) enrolment has decreased 6,578 (2.4%) since last year to 265,088.

 

  • The total operating costs across the Ontario Colleges increased by $8.5M (2.7%) versus last year to $322M currently.
    • The 2.7% (+$8.5M) increase in system-wide operating costs was driven primarily by a $4.2M (+7.4%) increase in Cleaning and $2.4M (+3.3%) rise in Facilities Maintenance expenses.
    • These increases were offset by decreases in Utilities & Waste of $3.2M (-4.0%).
    • Utilities & Waste have the greatest single impact on the system-wide facilities costs accounting for 23.7% of the total costs followed by Facilities Maintenance at 22.9%.

 

  • Overall utilities costs (excluding waste) decreased by $2.9M (-3.8%) to $73M. Decreases are driven primarily by a $1.5M decrease in Natural Gas (-13.3%) and a $1.5M decrease in Electricity (-2.6%).  Energy decreases were offset by increases in Water costs $0.1M (+1.4%).
    • Electricity represents 77% of total utility costs. Total costs for electricity decreased by $1.5M (-2.6%) versus last year.  With a lighter cooling season (Cooling Degree Days, CDD, down 27.3%) consumption decreased 4.4% while rates increased by 1.9%.
    • Natural Gas expenditures decreased 13.3% due to decreases in consumption of 10.0% and rates of 3.7%. Decreased consumption is partially due to a milder heating season as heating-degree-days (HDD) have decreased 7.4%.
    • Total Water expenditures have increased slightly by $0.1M (+1.4%) since last year due to an 8.9% increase in consumption that was offset by a 6.9% decrease in rates.

How to prepare the report data template

A new report template is used each year to collect data for each College.  It contains improvements from previous files and adjustments for the upcoming report.

The Report Data Template file can be retrieved from BoardEffect (requires log-in).

 

Steps

Once logged into BoardEffect,

  1. Select ‘OCFMA’ from the dropdown menu on the left column.
  2. Click the ‘Library’ button on the top menu
  3. Click the ‘Other Files’ hyperlink below the Library button
  4. Open the ‘OCFMA Benchmarking Reports’ folder
  5. Click the ‘OCFMA Benchmarking Report Data Template’ file and save to your local drive.
  6. Uncompress the new file and follow the instructions to complete the forms.
  7. Once complete, return the file by clicking ‘Submit Via Email’ from the ‘Submit’ worksheet or, email directly to r_mcevoy@Fanshawec.ca.

Files are due each year by Aug. 31.
